European Digital Innovation Hubs (EDIHs) in Greece – free or discounted digital services

Digital Europe Programme · EDIH network

Ευρωπαϊκή Επιτροπή (Ψηφιακή Ευρώπη) με εθνική συγχρηματοδότηση, μέσω των ελληνικών κόμβων (European Commission – Digital Europe Programme, co-funded nationally, delivered by the Greek hubs)

In plain words

Greece's European Digital Innovation Hubs help you digitalise your business: a digital maturity check, testing technologies (such as AI) before you buy, training and help finding funding. Services are usually free or discounted. You get no cash; the value of the service counts as state aid.

Who can apply

SMEs (including sole traders), startups, small mid-caps and public bodies across Greece. Each hub has its own focus, e.g. agrifood, health, AI, high-performance computing.

What it pays for

In-kind services: 'test before invest', digital maturity assessment, training and skills, help finding funding, and networking. Hubs in the EU catalogue: SmartAttica-AtHeNAI (Attica, AI), DigiAgriFood (Xanthi, agrifood), EasyHPC (Patras, high-performance computing), HEALTH HUB (Larissa, health), smartHEALTH (Heraklion, health), SYNERGiNN (Kozani) and GR digiGOV-innoHUB (Athens, public sector).

What must be true for you

Tick what applies. Saved on this device only.

  • A business or organisation active in Greece.
  • The value of the free or discounted service counts as state aid: for SMEs under the General Block Exemption Regulation (Art. 28, up to €200,000 per 3 years) or as de minimis aid (cap €300,000 per 3 years).
  • You will be asked to declare the aid received; the hub tells you each year how much discount you got.
  • Services and prices differ between hubs.

How to apply

  1. Find the hub that fits your sector in the EU EDIH catalogue (select Greece).
  2. Fill in the expression-of-interest or contact form on the hub's website (e.g. smartattica.eu, smarthealth-edih.eu).
  3. Take the digital maturity assessment the hubs offer to see your starting point.
  4. Agree with the hub which service you will get (technology testing, training, funding support) and whether it has a cost.
  5. Declare the state aid as requested and keep the yearly statement of the service value.

Research notes: Official EDIH FAQ: 'It is up to the EDIH to determine if they want to provide services for free or at a subsidised price'; 'an EDIH typically provides its services for free'; SME aid under GBER Art. 28 (up to €200,000 per 3 years) or de minimis. The EU catalogue lists 7 Greek hubs; EDIHs are co-funded 50% Digital Europe / 50% national (ERDF), and Greece also funds Seal-of-Excellence hubs. Which Greek hubs were renewed in the October 2025 EU selection (83 EDIHs) could not be confirmed, so some services may be paused or nationally funded — check with each hub. Greek national contact point: Ministry of Digital Governance (a.papazarifis@mindigital.gr). Instrument 'voucher' here means an in-kind subsidised service, not cash. De minimis cap €300,000 per 3 years (Regulation (EU) 2023/2831).
