Agrifood – farm production and processing of agricultural products (Development Law, 2nd call)

Development Law 4887/2022 "Greece Strong Growth"

Υπουργείο Ανάπτυξης – Γενική Γραμματεία Ιδιωτικών Επενδύσεων (Ministry of Development – General Secretariat for Private Investments)

In plain words

The state pays part of an investment in farm production or in a plant that processes agricultural products (buildings, machinery, equipment). Aid comes as a tax exemption, a cash grant, a leasing subsidy or a wage subsidy for new jobs. The catch: a minimum project of €50,000–€1,000,000 depending on size, 25% must be your own money or a bank loan, and projects are scored and ranked.

Who can apply

Micro, small and medium businesses for farm (primary production) investments; businesses of any size for processing agricultural products; social cooperatives, agricultural and urban cooperatives, producer groups, agricultural partnerships and sole proprietorships. Nationwide; in North, Central and South Athens only processing projects by SMEs.

What it pays for

Buildings and installations (up to 45% of the cost, 60% for greenhouses), machinery and equipment (tractors and farm machinery up to 40% of the cost), software and other intangibles, wages of new jobs for 2 years, and for SMEs consultants, trade fairs and energy upgrades. Fishing and aquaculture are NOT covered in this call.

Research notes: Decision 61326/17.07.2026 (ΦΕΚ Β' 4427/20.07.2026), amended by 68245/06.08.2026 (ΦΕΚ Β' 5138/14.08.2026); no change to dates or budget found. Budget €150m: €75m tax exemption + €75m grants/leasing/wage subsidy. In this call SMEs get the full map ceiling for all incentives except the cash grant (80% of the ceiling); large firms get 80% of the ceiling. Aid intensity follows the Regional Aid Map 2022-2027 (revised from 1.1.2024): ceilings for large firms range from 15% (West Athens) to 60% (North Aegean, Crete, Western Macedonia), +10 points for medium and +20 for small firms; consultants and the official 2024 table give 75% as the top SME rate (some press reports say 80%). North/Central/South Athens are not assisted areas for regional aid. SME processing in North/Central/South Athens is allowed under GBER art. 17 (20% small, 10% medium) – hence the 10% minimum. Farm production: 50% (40% in Attica) per Grant Thornton; the official amendment allows up to 60% for companies more than 50% owned by farmers under 41 and for small Aegean islands (all except Crete and Evia). Max aid €20m per plan/company (+50% if taken as tax exemption), €7.5m under art. 17, €600k for farm production. Fishing/aquaculture excluded despite the scheme title. Minimum score 50 and positive IRR per Grant Thornton. 'New' = has not yet closed a 12-month financial year. Platform is ΠΣ-Αν (opsan.mindev.gov.gr), not the older ΠΣΚΕ (ependyseis.gr/mis).
