TEPIX III Guarantee Fund – General Entrepreneurship (state-guaranteed bank loans)

Entrepreneurship Fund TEPIX III (Hellenic Development Bank)

Ελληνική Αναπτυξιακή Τράπεζα – ΕΑΤ (Hellenic Development Bank – HDB)

In plain words

You borrow from a bank and the Hellenic Development Bank (HDB) guarantees 70% of the loan, with no guarantee fee. The bank therefore asks for less collateral (at most 30% of the loan) and the interest rate is cut by 2–3 points for the first 2 years. The bank still decides whether to lend.

Who can apply

Micro, small and medium businesses of any legal form operating legally in Greece, in an eligible activity code, with tax and social-security clearance and no debts more than 90 days overdue.

What it pays for

Investment loans (5–12 years, up to 24 months grace, up to €10m), working-capital loans (2–5 years, up to €500,000) and revolving credit (up to €500,000). Interest subsidy of 2 points in Attica and South Aegean, 3 points elsewhere, for 2 years.

  • SME (under 250 staff) based or with a branch in Greece, in an eligible activity code.
  • Tax and social-security clearance; no debts over 90 days overdue; not a firm in difficulty.
  • Registered in the Beneficial Owners Register and ESG Tracker completed.
  • Bank credit approval; de minimis loans need headroom under the €300,000-per-3-years state-aid ceiling.
  • Interest subsidy on working capital only if you have never had an HDB-programme loan before.

How to apply

  1. Pick one or more partner banks (e.g. National Bank, Piraeus, Alpha Bank, Eurobank, Optima, CrediaBank, Bank of Epirus, cooperative banks of Thessaly, Karditsa, Chania).
  2. Apply on HDB's KYC platform (kyc.hdb.gr) with your company details and business plan; tax/social-security clearance and credit-bureau (Tiresias) checks run automatically.
  3. The request goes to the banks you chose; when one makes a non-binding offer you get a unique code.
  4. Use the code to file the application on the state-aid system ΟΠΣΚΕ (app.opske.gr).
  5. Fill in the ESG Tracker self-assessment (esgtracker.hdb.gr) – mandatory, but it does not affect eligibility.
  6. Hand the documents to the bank, which checks your creditworthiness and signs the loan agreement with you.

Where to apply: Πλατφόρμα KYC της ΕΑΤ (kyc.hdb.gr) + ΟΠΣΚΕ (app.opske.gr) + συνεργαζόμενη τράπεζα / HDB KYC platform + OPSKE state-aid system + partner bank
